The Ministry of Health and Welfare (MOHW) is committed to improving the quality of medical care in the offshore areas under the principle of "Health Cannot Wait". In view of the current shortage of medical resources of personnel and equipment for emergency medical and intensive care specialties in the offshore areas of Lienchiang County, Kinmen County, Penghu County, Ludao Township, Lanyu Township, and Liuqiu Township, MOHW has established "The Mechanism of EAMT Approval" since 2002 to meet the needs of the public for Emergency Air Medical Transport (EAMT) service and to ensure its quality and professionalism. The MOHW has also formalized the "Standard Operating Procedures (SOP) for Offshore EAMT Cases by the National Aeromedical Approval Center (NAAC), MOHW", which provides the acceptance of application, evaluation, coordination and consultation, etc., required of EAMT for people living in the offshore areas 24-hours around the clock.
In order to enhance the timeliness of Emergency Air Medical Transport (EAMT) for people in offshore areas, in August 2018, MOHW and the local governments officially launched the "Kinmen, Lienchiang, and Penghu Base of Ambulance Aircrafts Service Project". MOHW outsourced the project that three offshore counties of Lienchiang, Kinmen and Penghu were assigned one civilian aircraft to be based for EAMT service; Ludao Township and Lanyu Township are assisted by the National Airborne Service Corps of the Ministry of the Interior for timeliness and safe transport.
In addition, MOHW completed the establishment of the Aeromedical Transport and Teleconsultation Platform (ATTP) in 2019, with 105 sites including the National Aeromedical Approval Center (NAAC), medical institutions (including health centers) in offshore areas, health centers in indigenous communities, and regional hospitals responsible for EAMT services in Taiwan Island. The operation mechanism of the "Aeromedical Transport and Teleconsultation Platform (ATTP)" is to establish shared medical decision-making by introducing multi-party real-time telemedicine consultation; and to simplify the application process through systematization and digitalization.
